Yes, this came from DELL; it looks just like the retail Voyetra.
It installed just fine on my Toshiba Satellite under XP SP3 (my
old Toshi will never have a clue about quality audio card!).
The apps look just like what is pictured on this page:

Voyetra formed a close alliance with Dell in the 90s. That means
most Voyetra/Turtle Beach apps can be found in some Dell branded
machine.
