A rather interesting program that will allow you to easily add a comment, note or any element to your PDF document, if you need it, I advise you to download PDF Annotator from our project.
Now visually highlighting the desired piece of the document is not difficult, but you can even overlay a drawing, in general, from the screenshot you can see which tools you can use. Please note that for some notes you may need more space than there is, then through this program you can add blank pages and fill them out as you need.
