Taken from Ghibli ga Ippai Kantoku mo Ippai / ジブリがいっぱい 監督もいっぱい コレクション / VWBS-7272 Box Set. It does not have MGVC mastering unlike the Episode 2.

Not aware of any proper commercial release of Ghiblies beforehand. It’s not widely written out on the marketing or external sleeve, but the inside booklet of the Box Set notes its existence, and indeed it’s in “The Cat Returns” Blu-ray that was re-issued for this Box Set.
